Led by Tony Shepherd, both the Chairman of Transfield Services and the head of the Business Council of Australia, was never going to have much empathy for cultural activities in his National Commission of Audit review, which covers a vast terrain.

It was set up by the new Abbott government to investigate government activities which duplicate each other or are considered to be plain unnecessary, around the traditional mantra of marketplace failure.
