When Kim Dalton came to the ABC seven years ago as head of television, it spent just $4m on drama to broadcast ten hours of local material. Now, the television budget has grown by $80m, and it broadcasts more than seventy hours. So why has his reign been so contentious?

Penny Chapman was head of television at the ABC between 1994 and 1997, and is now a key independent television producer and a founding owner of Matchbox Pictures, a key partner with the modern ABC. She pointed out that the environment inside the ABC is always driven by a certain level of conflict.
