The concept for Locks of Love was conceived by the CEO of Screen ACT, Monica Penders. She was keen to find a project which would provide short filmmakers with the opportunity to get a feature film credit, and as a result, they decided to make an anthology feature film. Eleven short films were made by eleven different times of writers, directors and producers, and close to eleven different cameras.

Penders explained that the concept for Locks of Love began with a very sad event. While she was in Florence, she heard the news that one of her colleagues at Arts ACT, Helen Brackovich, had passed away with her husband in a terrible motorbike accident. Penders was unable to return to Australia for the funeral so she instead put a padlock on a bridge outside the Uffizi Gallery to mark the couple’s anniversary, a date very close to that of the funeral.
