National Film Festival: starting one from scratch

Australia is a-glut with film festivals based on national cinemas. They run almost every week, often through the Palace circuit. Some have embassy support, but others run purely on the determination of volunteers. They are plunged into deals, rights, transport, publicity, and screenings for no reward beyond fascination and satisfaction.
