The European Commission has published a study into audience behaviour across the cultures in the expanding digital age. It chides the screen community for not going after audiences digitally, and suggests that frustration is the main driver of piracy.

The use of the word piracy is remarkably Verboten in the summary. It is called ‘free download’, although the press release does talk once of legal and illegal free downloads.’
